Zoé Robledo is a bottomless pit
Tenders with many irregularities, such as the one for the comprehensive hemodynamics service… patients who wake up or die in the middle of a surgery due to the poor quality or insufficiency of the anesthetics that do not reach the hospitals… growing discontent among workers’ representation in the IMSS Technical Council are, among many others, part of the legacy that this first stage of the so-called Fourth Transformation will leave its supposed “second floor” still under construction.
And behind all this Zoé Robledo Aburto , general director of the IMSS who, at the very least, wants to repeat the position if he does not obtain ownership of the Ministry of the Interior as is his family’s desire.
His most recent “bisnes” is another great robbery of the fees paid by workers, employers and sometimes the government.
A comprehensive hemodynamics service was tendered for 1.5 billion pesos for 16 months of service. They canceled it. And they have just reinstated the tender for the service to be provided from July to December, that is, for only six months at 1,587 million pesos!
One more monumental transaction for those who, like Robledo, is a bottomless pit!
That is why, a few days ago, Robledo himself, accompanied by his bishop in business Humberto Pedrero, who is paid as an advisor, and Guillermina Rivera Rendón , head of the Coordination of Attention to Supervisory Bodies of the IMSS, visited the boss of the Superior Audit of the Federation, David Colmenares Páramo , in search of “flexibility or concealment.”
Officially, the visit was to see the progress of the oversight of federal public resources exercised by the IMSS in the 2023 Public Account.
However, the real reason for the meeting was to ask the senior auditor to give instructions to his subordinates so that they would be more “flexible” with the request for information on the forensic audit 194 that they carry out to the general anesthesia service of the IMSS and, in this way, being able to solve it with the minimum of observations.
Collaborators of this Institution report that another of the “flexibility” requests made to Colmenares was to accept the documentation presented and to consider the total forensic (financial) audits of the public accounts from 2019 to 2022 as resolved, in which the IMSS has not been able to justify the use of resources that together amount to 2,225 million pesos.
In this sense, the 1395-DS audit of the 2019 Public Account “Program of Health Care and free medicines for the population without social security” stands out, referring to federal resources destined for the IMSS Bienestar and of which the IMSS has not been able to justify their destination in the amount of 1,342 million pesos.
In the twilight of the first administration of the 4T and before the upcoming appointment of other secretaries of Claudia Sheinbaum’s cabinet — in which some officials want to repeat in office — they try to convince the superior auditor to help them deliver their “books”. in white”.
In the IMSS it has not been possible to justify the use of resources totaling 2,225 million pesos and the destination of 1,342 million pesos from the IMSS Bienestar is not known either.

Anathematized by Andrés Manuel López Obrador , the so-called comprehensive medical services, more than an exception, were the rule throughout this six-year term. The same in the IMSS as in the ISSSTE.
And it is in them where most irregularities were detected in Social Security.
As I said above, this has already set off alarm bells among the members of the IMSS Technical Council.
In a letter dated June 11, 2024, addressed to the Secretary General of the IMSS Marcos Bucio Mujica , the representatives of the labor sector have requested “detailed” information regarding the bidding process number LA-50-GYR-050GYR988-T-16–2023 of the hemodynamics service, which was canceled last year and specifically for items 8, 9, 10, 20 and 21.
The reason for the cancellation of this tender, whose objective is to care for patients suffering from a heart attack in medical units throughout the country, was to “safeguard the interests of the Institute (…) since it had a direct impact on the quality and efficiency of medical care provided by the IMSS.” Incomprehensible justification, don’t you think?
But, suspiciously, these five canceled items were only for those of the High Specialty Medical Units (UMAE) and those that represented the highest cost. An amount of just over 1,500 million pesos, while in the rest of the medical Units the service was awarded to the participating companies.
So, are there first- and second-class medical units in the IMSS?
And are there also first- and second-class beneficiaries?
But the matter does not stop there. Now it turns out that the IMSS, which Zoé Robledo “directs” as if she were the general manager of a profitable company, intends to contract this service in those five UMAE and for this purpose issued the call LA-50-GYR-050GYR988- T-11–2024 for the remainder of this year for an amount of 1,587 million pesos, with a cost overrun of the original canceled budget of 300%, a tender that was originally for 16 months, against this one that will be for a maximum of 6 months!
I hope Robledo and accomplices can clarify how the expense for 16 months is equal to that of only one semester.
And how much money is diverted into your pockets with this?
Anesthesia + influencerism = criminal bidding
Likewise, and given the accumulation of complaints from doctors and the suspension of surgeries and even some documented cases of deaths due to the lack of or poor provision of the comprehensive anesthesia service, the workers’ and employers’ advisors also requested Bucio Mujica for information on the tender for the anesthesia service number LA-50-GYR-050GYR988-T-9–2023, since this results in a serious detriment to hundreds of its constituents who pay their worker-employer fees.
The problem is major: the IMSS lacks sufficient supplies for the anesthesia of its patients, which it should have in exchange for a contract for 3,984 million pesos for the comprehensive medical anesthesia service to be provided between 2023 and 2025.
Said non-compliance consists of the delay in the implementation of items 12, 13 and 15 even though the deadline to do so ended on November 7, 2023.
The non-compliance has caused severe damage and detriment to the IMSS, according to a document dated January 4, titled “Justification and analysis of the situation of delay in the provision of the comprehensive medical service for anesthesia 2023–2024”, prepared by the Coordination of Planning of Medical Support Services of the IMSS and, it reads:
“Since there is no cutting-edge medical equipment, there are no anesthesia machines and backup vital signs monitors, in addition to this, 100% supply of consumer goods and medications required in the Call.”
The dimensions of the shortage are currently an unknown in an institution that performs hundreds of thousands of surgeries each year.
The cited document is part of file INC/132/2023 that was initiated by the Internal Control Body after receiving a non-compliance appeal from the companies Santek Health, SA de CV, and C&M Distribuidora de Medicamentos y Material de Curación, SA de CV, which They participated jointly in the tender and were disqualified.
As a result of this challenge to the ruling, the IMSS was exploring the possibility of awarding item 10 again, so the contract administrators indicated that CBH+ was not eligible, due to its non-compliance.
It is known that behind CBH+ is a character who was important in the team closest to AMLO and who now seeks to be well positioned in the next Federal Administration, thanks to the contributions of dozens of businessmen for the Sheinbaum campaign in which he acted as intermediary.
The Superior Audit of the Federation headed by David Colmenares Páramo is aware of these irregularities.
So much so that he is carrying out forensic audit number 194 of the anesthesia service… and for which Robledo asks him to be “flexible.”
In total, a few billion pesos more spared from those who pay contributions to the IMSS is the least of it if the highest executives of Social Security continue to get richer. They don’t have a filler!
The next President Claudia Sheinbaum Pardo must pay attention to the officials who intend to repeat themselves in her cabinet, lest it be that her “second floor” of the transformation begins plagued by corrupt people and, due to the weight of what was stolen, collapses… for the same reason.

Could it be due to the accumulation of thefts from the budgets of the SSA, IMSS, IMSS-Bienestar and ISSSTE that AMLO’s desire to turn the public health systems into “better than those of Denmark” has not come to fruition?
