Will Zoé Robledo also manipulate Sheinbaum?
Who is taking responsibility for the shock to the Health Sector during these first 14 days? Are they taking the new President of Mexico in the face? How will public health services improve if they keep the same people who caused the disaster, while pretending to lay off workers? Will Zoé Robledo manipulate Claudia Sheinbaum as she did with AMLO?
And on the one hand, what is perceived as the shielding in the acquisition of therapeutic goods or health supplies that, by instructions of President Sheinbaum and the new Secretary David Kershenobich Stalnikowitz, have been carried out to prevent the intervention and manipulation of the acquisition processes and generation of supply orders of the “diabolical quintet” of the IMSS, have been practically sent to the devil.
This quintet is made up of IMSS officials still headed by Zoé Robledo and they are Javier Guerrero García , director of Operation and Evaluation; Daniel Esteban Ramírez Garlen , technical coordinator of Administration of Goods and Services Expenditure; Karina del Rocío Sarmiento Castellanos, head of the Technical Coordination of Supply Planning; Jesús Eduardo Thomas Ulloa , head of the Administration Unit, who have developed and maintain in operation a scheme to generate shortages, and buy, through the PACs, regionally from suppliers with prices between three and ten times the market value.
They became famous after the poster they left next to the corpse of a candy vendor, at a stand on Durango Street, during December 2023, right in front of the headquarters of the Administration and Acquisitions areas of the IMSS
On the other hand, the appointment of Iván de Jesús Olmos Cansino as general director of BIRMEX took place , where for seven months in 2024 and in complicity with his former colleagues from the IMSS, Ramon Gómez Gaytán and the inseparable judge Arimi Rivas, as well as an expert in market studies who turned out to be a new collector for favors done, Emanuel Gómez Arellano de Fortea ; and Lorena Gómez Martínez from the IMSS Bienestar, they controlled not only the only tender that took place in the last year of AMLO’s “government”, but also the direct allocations of medicines for an approximate amount of 14 billion pesos, seizing offer documents, altering and modifying economic offers and negotiating in the dark in the Popotla offices. Although this represents a small fraction of the more than 120 billion that appear in the annual sectoral purchase, they did not leave even that small fraction with a head!
And yet, they have blamed BIRMEX for the shortage all year, despite the fact that 80% of the supply is under direct acquisition by the IMSS.
It is also worth mentioning that, although the IMSS, at the beginning of 2024, did not have signed contracts for an amount of $78 billion pesos, overnight they extended the 2023 contracts, negotiating in the dark through Jorge de Anda and Karina Sarmiento to leave only a fraction of the purchases that, in the end, were less than $10 billion pesos and thus be able to “comply” with BIRMEX’s purchase mandate.
The IMSS Bienestar is in the same boat
Led by Alejandro Calderón Alipi — a close friend and accomplice of Andy López Beltrán — now a brand new official of the Tabasco government, he led the IMSS Bienestar as a passive puppet of Zoé Robledo, after having failed as head of the National Coordination Unit for the Supply of Medicines and Medical Equipment of the failed INSABI.
And despite having been the expert in consolidations, together with his other great expert José Enrique Pérez Holguín, throughout 2022 and 2023 they were unable to consolidate the demand for IMSS Bienestar and have a timely acquisition.
Of course, they were not able to coordinate the purchase of the 23 federalized states in 2024 either, causing a huge shortage in all the clinics and hospitals that were previously part of the State Health Secretariats or Institutes. Of course, everything was done in a hurry, and with the support of officials from their sister institution, the IMSS, they took advantage of it to make direct allocations of the little they could identify in complicity with the purchase releases from BIRMEX and the Undersecretariat of Public Function.
The lack of capacity to receive therapeutic goods, store them and distribute them in the states facilitated corruption in the delivery of supplies.
By the way, will they already know what to do with the more than 100 million pieces of medicine left in the warehouses of the 23 states, thanks to the great drug procurement strategy of the past?
Rats jump ship of corruption
Today we woke up to the news that the intellectual operator of regional purchases, of the PACs, and of purchases at inflated prices, José Eduardo Thomas, is leaving the IMSS.
Previously, on October 2, the departure of Juan Carlos Cardona Aldave , director of Administration and Finance of the IMSS Bienestar and his replacement by Maria Herraz , was announced, as well as the departure of Borsalino Gonzalez Andrade , director of Administration of the Institute, and his replacement by Emma Luz López Juárez , the latter boycotted by Zoé Robledo.
It turns out that, supposedly, with his rude and arrogant attitude he “did not respect” the position of the general director of the IMSS, which is why Robledo went to cry before the President and they gave up, for now, the permanence of González Andrade, offering as an offering the departure of the diabolical quintet of the IMSS.
By the way, Emma Luz López Juárez ended up taking refuge in BIRMEX, as Director of Administration and Finance, much to the displeasure of the “venerable” Robledo.
For his part, Omar Butrón ended up joining ISSSTE as Director of Administration with Martí Batres as General Director.
Alejandro Svarch , former head of COFEPRIS, took office as director of IMSS Bienestar, with the express instruction to become independent from the management of Zoé Robledo, who took advantage of the previous director, Calderón Alipi.
Secretary Kershenobich Stalnikowitz himself led the Council to approve Svarch’s appointment, replacing Robledo.
It is worth remembering that, a year ago, the then President of the Republic urged Zoé to go to Chiapas as a candidate for governor and to hand over the command of the IMSS to the then Commissioner of COFEPRIS, which he resisted under the pretext of consolidating the effort to federalize IMSS Bienestar, but which the sector interprets as a large-scale “business”, since he controlled the acquisition of therapeutic goods, the investments of the IMSS reserve funds and the efforts to forgive or reduce the collection of employer-employee contributions to companies. A big business!
From AMLO’s assistants to millionaires
The removal of Thalía Lagunes and her entire team from the Undersecretariat of Public Service and previously from the Office of the Chief of Staff of SHCP, including the unspeakable COMPRANET operator Alberto Olivas , who was responsible for the manipulation of the rulings and the technical and economic offers of the consolidated tenders, as well as operators/collectors for the comprehensive services Carlos Mercado and José Trejo , specialized not only in collections but also in the acquisition of polyester clothing.
However, “Thalia’s favorite friend” for the last 30 years, Reina Basilio , is still alive, disqualified from holding office in Mexico City and still responsible for the purchase of medicines and equipment for ISSSTE, despite the departure of Almendra Ortiz who, in complicity with her partner Alejandro Martin Orozco , another former member of the Office of the President of the Republic, were the authors of the failed transformation of Medical Imaging at ISSSTE, accused of the death of patients due to the inability to put the aforementioned project into operation. Also for their close relationship with Humberto Tello , from Pentamed, their “coyote” for the acquisition of medicines.
And who will better handle vicious processes?
How will they make changes if they keep the actors who caused the shortage?
Fourteen days into the current six-year term and the Health Sector has suffered an earthquake with its epicenter in the general management of the IMSS, another pernicious inheritance from AMLO to Claudia Sheinbaum.
