AMLO is still present in the Budgets
If you ask yourself how it is possible that Mexico, ranked among the top 15 world economies, has half of its population living in poverty and a quarter of it in extreme misery, the answer will be found in the Income and Expenditure Budgets that are presented annually for the simulated consideration of legislators.
Governments –PRI, PAN, now Morena– have always acted like irresponsible fathers who send their children to sell gum or to contort themselves at street intersections, taking away the money collected and squandering it on whims and on getting more partners to bring up more children who are also exploited.
The best example is the Budget presented last Friday by the head of the SHCP, Rogelio Ramírez de la O. It is inertial and overly optimistic, as his own team has boasted, but in reality it is accommodating, and highly and dangerously vengeful. It is the product of a clique of social resentments.
Every year, the same long-lasting show is put on so that their lordships, the federal deputies and, where appropriate, the illustrious senators, approve — without even having read them — the opinions of the initiatives of the Income Law and the Expenditure Law of the Federation, respectively, for the following fiscal period.
Byzantine, humorous, acted-out discussions of all kinds… that result in absolutely nothing.
In the end, in the following months the Federal Executive in turn does what it wants with our money, which is not always what they say they are going to collect — hence the internal and international debts.
He orders the head of the SHCP –whoever he may be– to move funds from one side to the other. That because the poor come first in the public budgets, so that they continue voting for the candidates of the party in power. That to reserve –in cash, of course — or to make large cuts to the budget items. That for the increasingly expensive –and useless in the short and medium term– pharaonic works of the authoritarian “leader” who still rules here. That for whatever their balls are full of, even because the one who has already gone to “La Chingada” has the fixed idea that public money is his and only his.
And all this occurs in the face of the passivity and, most of the time, the omission of the Superior Audit of the Federation, whose current head, David Colmenares Páramo , seems to be bribed, blackmailed or even threatened by you, YSQ.
Today we see the same tricks, the same tricks of a little government like Felipe Calderón ‘s , like Enrique Peña Nieto’s , like Andrés Manuel López Obrador’s … like all of Claudia Sheinbaum ‘s predecessors . Because they are all the same! Although today’s government looks “ worse ”!
Priority, the purchase of votes
And the fact is that those of the Fourth Transformation, both those on the first floor and those on the second, are being attacked by winds of resentment due to their proven incompetence, their rampant corruption and their electoral procedures, but who insist every day on making decisions that are detrimental to our pockets and our indignation.
The legislators of AMLO’s Movement, those of the so-called 4T –whatever that means– have placed the government apparatus in a dead end, in historical discredit for not changing even a comma to the authoritarian ukase sent from the south and north wings of the National Palace.
Budgets to give away money. To buy votes that are increasingly expensive given the failures and non-compliance of the Administration.
To produce such rubbish, it is not always necessary to have a parliamentary majority. Any faction can propose it. There is no point in having majorities who are smearing laws that are embarrassing, producing norms that will swell the archives, as well as black and white texts that do not correspond to the reality of this country.
This only leads to a mess, to the whim of a whim, to laying the permanent foundations of complicit authoritarianism. And then they complain that the gross national product is at twenty minus zero, that the productive apparatus does not work, that the levels of citizen acceptance are in the lowest deciles. That there is a general disappointment about the Fourth Transformation.
The Expenditure Budget borders on incompetence. It is at the bottom of the maelstrom of ungovernability, presiding over the country without hope. But the SHCP and the formal President Claudia Sheinbaum are overjoyed. They cannot even imagine what they have done. They have put aside the substance of the system, the essential mandates, and have privileged the dull.
What are the essential ones? The important and necessary ones: employment, justice, medicine, public education, timely and sufficient food, security, public works programs for the general population, clean, peaceful and plentiful elections, the much-needed digital education, the concept of a social and democratic state of law.
With this Budget, not only did the threatening egg fail to hatch. It suffered the same fate as all campaign promises, and even the reason for the existence of oppositions and left-wing governments. Why do we want a left that surpasses neoliberalism from the right?
Many resources will be stolen
Stealing without decorum. After all, the Income Budget without any possible support in the dry Mexican economy will have to be made up for by borrowing from abroad, from the London and/or New York vultures who are just waiting for another opportunity to continue collecting outrageous interest, even if the main debts are never paid.
But the economists of the SHCP and those who advise “the scientist” pretending that the Virgin Mary was speaking to them, presented with absolute shamelessness the terms of a Budget that does not obey any foundation, a single idea, a minimal economic strategy, only the tricks of the Palace’s four-handers to achieve morally perverse ends.
They have delivered to Congress a package for ridicule and mockery. They have dragged their pencil to unpunishedly collude with the thieves of our money for the continuation of the 4T project –which one?, to impoverish all Mexicans?–, with the infamous ones who want to become outrageously multimillionaires based on the robberies of the external debt that already has us screaming and sighing.
And that is the only public enterprise in which they have succeeded: the enterprise of deliberately making us poorer and hungrier, with ever greater insecurity, with health benefits that are not Danish but African, while they line their pockets — right, Andy ? Isn’t that right, Zoe ? — and still intend to stay in power to continue plundering our assets.
To continue destroying oil wealth, to continue giving everything away, believing that it is the only way to achieve impunity, trusting that we Mexicans have no memory for reproach, for popular judgment of their excesses, and that we do not even have the apparatus to supervise and control from society their unhinged audacity. They have created their own impunity.
Debt, increasingly unpayable
The schizophrenic decisions of the 4T financiers to insist on cuts to sensitive areas and social spending in the 2025 Expenditure Budget aim to hurt common sense and end any possibility of growth, of encouraging the internal market and of stability and governance in the country.
They have, in a deceitful and vulgar manner, turned their backs on the obligation of any political system to adopt models that tend to give each person what they deserve, to respect the inequality that their own figures recognize, and to hammer the final nail into the coffin of a sexennium of junk, a crude imitation of the previous one in terms of folly and ignorance.
To top it all off, the dying presidentialism establishes the bait of the Budget as a sine qua non condition for its negotiations in the dark, as a hostage to accept its unjust conditions, as fodder to carry out its tricks.
Basic concepts of equality and political and social survival have been wiped out in one fell swoop, while useless spending is favored in favor of a gang of favorites, payrolls of cronies, and wasteful spending by negligent and complacent federal congresses. The budget of the INE, of the Chambers, of the advertising petty cash of the National Palace, has increased.
Spending on health, education, the indigent, indigenous people, the needy, social security and the fight against crime is disguised behind the so-called electoral “welfare aid”. At first glance, the cuts in these expenses are minimal compared to the gigantic size of the purse, but in reality, they affect the amount available, which is minimal.
Of the available eight percent of the nine trillion pesos, AMLO and Sheinbaum have left the legacy of shaving a quarter. Everything else, you guessed right, goes to pay the interest on an unpayable foreign debt, to cover the Executive’s commitments, to carry out whimsical little projects that have already secured the obligatory kickbacks… and so on, until it bursts.
The financial cost of the debt interest exceeds the amounts allocated to basic needs such as infrastructure, education and health. All of this is going down the drain, because they will never obtain forgiveness from those whom, like Donald Trump , the financiers of Wall Street, the City of London or the Parisian Bourse want to suck up to.
We are screwed Mexicans!
This is how we will always be.

UNAM protested and promised its authorities that there would be an increase in its budget. Defense has not fired a single shot because the most drastic cut will be in its expenses, which will suffer a reduction of 43.8% in its budget, remaining at 151 thousand 995 million pesos.
